The Department of Defence values service, courage, respect, integrity and excellence.

Continuously striving to improve its behaviours, Defence promises to act with purpose, be adaptive, collaborate, be accountable, be inclusive, and reflect, learn and improve.

Defence’s service delivery division (SDD) planned to establish an EL2 capability development program to build a more united, connected EL2 leadership team who share the same core capabilities, understand each other’s interests and work together to drive service delivery outcomes.

We created a program to closely integrate with actual work done by Defence executives and their teams.

Approach

In late 2019, we developed a comprehensive executive capability development program in collaboration with leaders in the service delivery division. We then conducted the first in what was designed as a series of six workshops for EL2s, focusing on the theme of collaboration.

A second workshop on strategy was meant to be delivered in April 2020, but was one of the first programs to be postponed due to COVID-19. It was eventually delivered from 27 November to 11 December 2020 as a virtual program of five sessions.

Between these two workshops, we designed and developed a complete program of three workshops, delivered over 20 virtual sessions for EL1s of SDD and ID. The program ran amidst the worst of the COVID-19 disruption and received exceptionally high ratings.

Outcomes

Given the success of the workshops already delivered and the stated need to continue with the EL2 capability development program, we will continue to design and deliver the final three workshops during 2021 and 2022.
