The United Kingdom Department for International Development (DFID) – formerly known as the ODA (Overseas Development Administration) – was the agency responsible for overseeing the provision of development assistance to countries in Africa, Asia and the Caribbean.

The main areas of focus included assistance for the purpose of sustainable development, welfare, poverty reduction and humanitarian assistance. In 2020, DFID merged with the Foreign and Commonwealth Office to create the Foreign, Commonwealth and Development Office (FCDO).

For several years, BEING CEO Siebert Neethling and Associate Director Rory Robertshaw conducted independent program evaluations for DFID. They assessed the efficacy and implementation of programs focused on entrepreneurship training, as well as programs targeted to provide services for homeless children.

In addition, they wrote the first Country Paper for DFID on the Southern African country of Lesotho, identifying needs and opportunities for impactful development funding.

Evaluation work for DFID led to the development and delivery, by Siebert Neethling, of a learning program to improve the provision of consulting services in developing countries. He was also consulted by the Minister of State for Overseas Development and Africa, Baroness Lynda Chalker, on foreign aid policy and implementation.
